With the coming of knowledge economics times and the continuous innovations of modern institutions of business management, enterprises gently use limited resources in business parts, which can condense and improve core competitive power ,so outsourcing of human resource management, as a current of human resource management areas, gradually come out.
This paper mainly talks about the decision-making of human resource management outsourcing. First, we begin with reasons, theoretical foundations and normal human resource management outsourcing programs, then analyze it in two sides, according to core competitive power and to costs and benefits, and then we take out the mold of human resource management outsourcing. Finally, we end it with descriptions of human resource management outsourcing current and new position of department of HR in the future.
