低碳城市评价指标体系构建研究——以杭州市为例

【摘要】在低碳发展的国际大背景下，近年来国内掀起了建设低碳城市的热潮，而低碳城市建设的评价对于促进低碳城市发展具有重要的促进作用。本文基于对国内外相关研究者关于低碳城市建设评价的基础上，首先分析了构建评价体系的必然性与紧迫性，再者通过梳理国内外研究现状及趋势的基础上，整理出研究者关于低碳城市评价指标的选取原则、方法及其评价体系构建的成果，并由此以杭州市为例，分析出当前低碳城市建设所存在的部分问题及提出解决措施。

文章由绪论、正文和结论三部分组成，作者主要通过采用文献阅读法、专家咨询法、定量和定性相结合的研究方法、比较分析法等研究方法，基于对国内外低碳建设的经验总结，来实现杭州市在低碳建设上的的研究分析，并得出杭州市在新时期的低碳发展的思路和建议。论文的第一部分阐述低碳城市建设的背景及其理论依据。论文的第二部分是对国内外低碳试点城市建设的经验总结。论文的第三部分是对杭州市“十二五”规划低碳城市建设的评估以及新时期的低碳发展思路。

Low-carbon City Construction Evaluation System 

              - A Case Study of Hangzhou

【Abstract】  In the context of international low-carbon development in recent years, the country set off a building boom in the city's low-carbon, low-carbon urban construction and evaluation for the promotion of low-carbon urban development has an important role in promoting. Based on the domestic and foreign researchers on the basis of low-carbon urban construction evaluation, we analyze the inevitability and urgency of constructing the evaluation system, moreover combing through research status and trends at home and abroad on the basis of the researchers sorted out on a low Principles for selecting carbon city evaluation index, methods and results of the evaluation system construction, and thus to Hangzhou for example, analyze the current part of the problem of low-carbon urban construction that exist and propose solutions.

The first part describes the background and theoretical basis for low-carbon urban construction paper. The second part of the paper is low-carbon pilot cities for domestic and foreign construction experience summary. The third part is to Hangzhou, "Twelfth Five-Year Plan" to assess low-carbon urban construction and the new era of low-carbon development ideas
